Introduction
In order to anticipate increased public demand on drinking water service, PERPAMSI and DAPENMA PAMSI feel it is necessary to develop the human resources in drinking water management through a structured education and training program, regular and sustainable by establishing an educational foundation known as Tirta Dharma Educational Foundation domiciled in Jakarta.

Mission
To participate in assisting the drinking water company in supplying as well as improving the professionality of human resources, quantitatively as well as qualitatively.

Scope of Educational Effort
Formal education covering diploma program, advanced educational program and remote learning with training certification of training, skill and management (certification and non-certification) and training for seminar instructors, workshop, exchange of information, innovation development, work contest, research and development and provision of scholarship.

Place of Education
Formal education will be held at activity units, while other education and training programs may be held in other towns or regions in accordance with condition and needs.

Medium Term Program
In accordance with Tirta Dharma Educational Foundation Business Plan 2000-2004, the five year work Program is planned in priority scales based on the needs for human resources development and improved institutional capacity. First priority is on education and training connected with:

• Operational and maintenance
• Community Participation
• Control of water loss
• Management Information Systems
• Finance Management
• Marketing Management and customer relationship
• Water Quality Control
• Rehabilitation and Optimalisation of processing unit
• Rehabilitation and Optimalisation of distribution network
• Project Management

Activities
Educational and Training activity programmed for 2000-2004 period covers:

Formal Education
Professional Education
• Magelang, Medan, Makassar
• Program Diploma: D1, D2, D3. Target of 450 students, comprising, 335 PDAM staff and 115 private students.
• Master education, target 95 students to follow programs in country as well as abroad.

Long Distance Course
• For diploma, technical and non technical education
• Development of 8 programs and 34 courses for 680 students.

Career Management Functional Training
• Development of entrepreneur practice
• Strategic Management
• Change Management
• Preparations for change in Limited Company (PT) status.
Target : 400 managers trained within the first five years

Short Management Course
• Managing of PDAM
• Customer Oriented Marketing
• Cooperation with private sector
• Planning for PDAM.

Theory and assignment combination, held for 2 weeks. Target : 825 Managers trained within the first five years.

Short Technical Course
• Control of water loss
• Water management
• Ability and risk analysis of IPAM
• Management and control of water resources

Regional Activities
• Training unit development at Komda
• Instructor training for 100 regional employees
• Regional training for PDAM employees
• - Technical and Non Technical topics
Target : 125 courses for 3,125 PDAM employees

On the job training
• Target 120 employees, on the job training at large PDAM's
• Engineers assignment, 100 engineers will be assigned to small PDAM's for 1-4 months.
