Jakarta (ANTARA News) - The government is planning to inject Rp60 billion in first phase assistance to 50 financially ailing regional waterworks (PDAM). "The assistance will be provided in 2006 to enable them to serve their cunstomers 24 hours, and improve the quality of their water supply," Agoes Widjanarko, a director at the Ministry of Public Works, said on the sidelines of a meeting of PDAMs across the country here on Thursday. He said further that these are the safety measures for the companies in addition to restructuring and rescheduling their debts to the Ministry of Finance reaching Rp5 trillion. Agoes said that the meeting is expected to produce measures to make the companies healthy in the next five years and agreed by the central government and regional administrations. He also said that he wanted a financing sharing scheme from the state budget and regional budget for numerous activities as an effort to improve PDAM services. Of the 315 companies operating in Indonesia,
168 are financially unhealthy. They cannot finance their operations and
maintain their assets due to their bad cashflow. Other obstacles include
PDAM tariffs which are below Rp1,000 per meter cubic, so they cannot cover
their operational cost. Though they suffer a loss, the regional administrations
still asked the companies for dividends, in addition to leakages reaching
40 pct. Based on their capabilities, only 42 pct are located in cities,
