Background
The Water Company of the City of Malang (Perusahaan Daerah Air Minum Kota Malang) is a local company owned by the Municipality of Malang with the objective of providing clean water to its citizens through a piped system.

Water Intake and Production
The production system consists of:
a. Bulk water sources
b. A production unit which consists of the following components:
• water intakes;
• pumping stations and pumping equipment;
• water treatment facilities, including chemical disinfectants;
• bulk water meters; and
• transmission mains, including surfacing and tunnels

Distribution System and Service Area
The distribution system consists of :
• a gravity system to service the upper zone, and to balance the system using reservoirs; and
• a pumping system to service the lower zone.

To distribute water to its customers, the PDAM uses:
• distribution reservoirs;
• bulk distribution water meters; and
• distribution mains.

Finances
The capital of the PDAM consists of equity held by the Municipality of Malang, which partly consists of grants provided by the World Bank and the Central Government through the IUIDP program. Revenues consists of operational and non-operational revenues.

Assuming a normal level of water distribution, revenues from water sales depend on two factors, namely:
1. Existing tariff levels.
2. Average consumption levels.

Organization and Human Resources
As specified in Local Government Act 11/1974 of the Municipality of Malang, the organization of the PDAM can be summarized as follows:
• Board of Supervisors;
• Board of Directors (President Director, Director of Administraion and Finances, and a Technical Director);
• Department Heads (Administration and Personnel, Finances, Customer Relations, Transmission / Distribution and Production);
• Branch Heads; and
• Assistant Department Heads and Assistant Branch Heads.

In July 2001, the total number of employees by management level was as follows:
• Directors: 3
• Managers: 10
• Assistent managers: 25
• Other employees: 515
