Raw water intake
The production capacity of PDAM Jember is limited when compared to the population in service area, and their water needs (estimated at 125 to 175 l per person per day). The existing water supply system is supported by 26 production units, which are listed in order of descending production cost:

1. Water treatment process (WTP): 2 unit
2. Boreholes: 15 units
3. Surface water intakes: 2 units
4. Gravity systems: 7 units

Chemical material use for production activities are:
1. Alum to water treatment (sedimentation)
2. Chlor to desinfection

Distribution and service coverage
Water is being transmitted in two ways: gravitation and pumping from production units to distribution systems through pipes with a diameter ranging from 25 to 350 mm (DCI, ACP, CIP and PVC). Four reservoirs are available to maintain supply to the administrative town of Jember, the main service area of the PDAM:

• 2 units with a capacity of 1,500 m3;
• 1 unit with a capacity of 750 m3; and
• 1 unit with a capacity of 300 m3.

A distribution system is in place to service over 20,000 connections. At present, the PDAM covers the town of Jember, and the districts of Rambipuji, Mumbulsari, mangli, Wirolegi, Tanggul, Puger, and Jelbuk. Finances
Equity consists of local government shares, and grants provided by the central government and the World Bank under the Integrated Urban Infrastructure Development Program (IUIDP). Revenue mainly consist of water sales.
Under normal circumstances, revenues are driven by two factors:
water tariff levels and volumetric consumption.

Organization and human resources
The organization structure of PDAM Jember is based on Local Government Decree 37/1997, and can be summarized as follows:
• Board of Supervisors;
• Board of Directors (General Director, a General Director, and a Technical Director);
• Section chiefs/"Kepala Bagian" (General Administration & Human Resorces, Finance, Customer, Transmission & Distribution, Planning & Technical Maintenance and Chief of Internal Supervisory Unit/SPI);
• Branch office chiefs/"Kepala Cabang" (Rambipuji-Tanggul/Ratang, Mumbulsari-Jelbuk/Mumjel and Puger); and
• Chiefs of sub Section (Kasubag) under Section Chiefs (Kepala Bagian/Kabag) and Chiefs of Sub Section (Kasubsi) under Branch Office Chiefs (Kepala Cabang/Kacab)
